Elizabeth Howard is a partner at Dunn Carney and the team leader.  Elizabeth’s practice focuses on water law, environmental and natural resources law, and agricultural law. 

Elizabeth is actively involved in the agricultural community.  She serves as a board member of the Western Resources Legal Center; is past-chair and chair-elect of the Agriculture Section of the Oregon State Bar; she participates in and speaks at many agriculture organization meetings, including the Oregon Dairy Farmers’ Association and the Oregon Cattlemen’s Association; she is a member of Oregon Women in Agriculture and the Public Land Council.

In 2008-2009, Elizabeth was selected for inclusion in Rising Stars in Environmental Law by Oregon Super Lawyers.  In 2009, she was recognized in the Portland Business Journal as one of the most influential young business executives in the Portland Metro area in their “Forty Under 40” list.  Elizabeth also makes it a priority to spend time with her family and to be involved in her local church.

Tim Bernasek is a partner with the firm and, in addition to his leadership in the Agriculture and Natural Resources Team, he is Chair of the firm’s Governmental Affairs team.  Tim’s expertise is in real estate, agriculture and natural resources, employment, alternative energy, water law, and business law.  Most of Tim’s clients are involved in the agriculture industry.  He has a strong background in agriculture, as he came to Dunn Carney from a position as general counsel for the Oregon Farm Bureau Federation.

When not with his family or recreating outdoors, Tim spends his time on various boards and committees including the Western Resources Legal Center and The Dorchester Conference.  He is also a former Chair of the Oregon State Bar Agricultural Law Section.

Kate Moore is an associate on the Agriculture and Natural Resources Team.  Her expertise is in natural resource and environmental issues, including water rights, wetlands, environmental compliance, and alternative energy.  Kate is the leader of Dunn Carney’s Sustainability Team.  She makes it a point to look for meaningful opportunities for our agricultural clients as the leader of this team and in her other efforts in the community and at Dunn Carney.

Kate has a keen interest in water law, which she developed through her experiences working with the Columbia Basin Water Transactions Program associated with the BPA and working as a lawyer on important water issues in the Northwest.  Outside of work, in addition to spending quality time with her family, Kate is an active board member for the ALS Association’s Oregon and Southwest Washington Chapter.

Mary Anne Nash is an associate on the Agriculture and Natural Resources Team.  Her expertise is in agricultural, natural resources, and environmental issues.  Mary Anne is the newest member of the Agricultural and Natural Resources Team, and brings a wealth of outside personal and professional experience to her work.  Mary Anne was raised on a cattle ranch in Central Oregon, where she gained first-hand experience dealing with legal issues experienced by resource dependant industries. In college, she interned with the House Resources Committee and with Congressman Greg Walden’s office in Washington, D.C., gaining experience working with natural resources and environmental policy.  While in law school, Mary Anne was a fellow for her law school’s Environmental and Natural Resources program, and she spent a semester working as an extern for a federal judge.  Mary Anne is passionate about agriculture and natural resources issues which she brings to her work at Dunn Carney.

Ty Wyman is a land use attorney who is a member of the Agriculture and Natural Resources Team and the Real Estate and Land Use Team.  Having focused his practice exclusively on land use issues, Ty Wyman has extensive experience presenting applications to city and county hearing bodies for all types of entitlement (e.g. permits, plan amendments, Urban Growth Boundary (UGB) expansions). He has particular experience in issues related to traffic impact mitigation (including negotiating approval conditions, reduction of impact fees, and development agreements).
